Shakeup at the Hooksett PD - Maybe the Winchester PD will be next.

Is the day coming that, Phillips, the Chief in Winchester will be in the headlines?

Blatantly lying to law enforcement officials and the public. Is it only a matter of time before his goose too gets cooked and then makes the news in a big way?

He’s law enforcement after all, and shouldn’t he be held accountable for his actions too?

And his second, Lt. Roberts helped him pull it off.

Old news? Perhaps. Still relevant? You betcha.

Phillips whose stories ramble on in a seemingly pathological liar way, has on numerous occasions given deliberately false, misleading, fake and untruthful information to the AG’s office and to other Town and State Agencies in an effort to conceal his actions, as if that is a defense and/or has made excuses for his participation in illegal activity, when he’s been caught in the act.

For some reason, the following actions, brought to the attention of the AG’s office have thus far protected Phillips.

The following information comes from one or more of the many reports and investigations conducted, including those conducted by the AG’s office itself, down in the town of Winchester, NH.

Of interest, the AG’s office and the other criminal investigative reports never reveal or disclose that the allegations are lies and those that brought them forward were either misinformed or lying themselves, instead they skirt around that issue and try to explain away Phillips justification for his crimes, as if that really matters.

1.) Stories such as that of Phillips and NH State Dispatcher, Eric Ammann - money changing hands, money coming from Phillips own pocket and going to Ammann's pocket, in an action that is nothing less than a bribe. What other bribes has he been involved with? On the following links you can find the truth along with the reports and documents that support the truth. Documents from the town that show Phillips lied to the AG’s. Documents from the AG’s office, with statements from Phillips made to the AG’s investigator, Tracy, that contradict both the allegations made against Phillips, the Town’s policy, the Town’s acknowledgement the money didn't come from the Town and that which Phillips told the AG’s office which was in fact true, he offered Amman money and Ammann accepted.

The alleged crime being investigated: “Reportedly the Chief gave Ammann $1,500.00 out of his own pocket if Ammann would take a fulltime position with the department.”

Phillips response to the AG’s questioning: “Phillips approached Eric who was working as a full time state police dispatcher reference working at Winchester on a fulltime basis. Eric was hesitant to do that as he would lose benefits he had with the state. Phillips offered Eric a $2,000 bonus to offset the loss. Eric would accept the Chief’s offer.”

The following comes from correspondence and dialogue between the Town and RTK requests:

“It is my understanding that when Eric Ammann was hired fulltime at the Winchester Police Department, the Town paid him a substantial sign on bonus.”

“Can you tell me specifically how much this additional salary cost the taxpayers?”

“I would also like to analyze the line item that shows this money being paid to him.”

“Who authorized this sign on bonus? Was this done by Selectmen’s vote? If so, can you tell me at what BOS meeting this vote took place during?”

Also, how much did Fred Ziegler or any of the other new police officers get for sign on bonuses and what line item was to record them?”

In a response from Town Administrator Joan Morel dated 10/28/10.

“The Finance Department has looked into the financial, payroll and personel files regarding your requests, and has reported back that the Town of Winchester has not authorized any sign-on bonuses for any member of the Police Department and there is no line item for this.”

An email back to the Town to ascertain there was NO misunderstanding of the information being requested:

In an email back to Morel dated 10/29/10.

“I appreciate you getting back to me on this, but this information doesn’t make sense. I have come across public records where Gary Phillips stated he offered Eric a $2,000.00 sign on bonus, to offset his loss in benefits to go to the WPD full-time and that Eric accepted that offer.”

“There must be a record of this as taxes and pension contributions would be reflected in the payment.”

“Can you please re-check the records?”

The second response from the Town Administrator:

“This is written in response to both of your concerns, namely the gym memberships and sign-on bonus.”

“As explained in my email of 10/28/10, the Finance Department has looked into the financial, payroll and personel files regarding your sign-on requests, and has reported back that the Town of Winchester has not authorized any sign-on bonuses for any member of the Police Department and there is no line item for this.”

The money didn’t come from the Town, yet Phillips told the AG’s he gave $2,000 to Ammann, he admits Ammann took the offer and Ammann said he got it via personal check belonging to Phillips.

A bribe from one cop to another cop. And covered up by the AG’s office at that.

2.) Then there is the banking fraud – again involving an investigation of the AG’s. They found Phillips to be in violation of the banking laws, yet in a sugary sweet letter glossed over that fact, probably in the hopes no one would notice.

“We reviewed documents and other material provided to this Department alleging illegal activity that resulted in the removal of certain officers in the Winchester Police Association, the installment of successor officers, and changes in control and custody of the Winchester Police Association bank account. Our Findings….”

Page 2:

“The following receipt of these reports allegations of illegal activity were presented to the Attorney General Director of Charitable Trusts as follows:

• “The Treasurer of the Winchester Police Association, Daniel Reppucci, was removed from the office in violation of the by-laws”

• “Acting Treasurer, Gary A Phillips, removed the Treasurer’s name from the associations bank account and substituted Gary A Phillips and Christopher Roberts as signers on said account without proper authorization and in violation of the by-laws which require a meeting of the membership be called and a secret ballot held to elect new officer’s”

• “Chief Gary A Phillips, Acting Treasurer, Christopher Roberts, Vice-President” (not included in this decision, but an interesting note that is established in the investigation is that Roberts promoted himself to President at the same time Phillips promoted himself to Acting-Treasurer) “and Maryan Platz, Secretary failed to follow the requirements of the bylaws of the Winchester Police Association, in (1) not following proper procedure in order to call a special meeting of the members; (2) nor following the provision of the bylaws in replacing the Treasurer with an Acting Treasurer, an office not authorized in the bylaws; and (3) utilizing a document called “Certificate of Resolution of a Corporation” which references a meeting of the Winchester Police Association that did not conform to the requirements of the bylaws and which ultimately led to the removal of the duly elected Treasurer, Daniel Reppucci’s name from the associations checking account at TD Banknorth.”

“Based upon a review of the allegations the Attorney General Charitable Trust Unit has concluded Gary A Phillips, Christopher Roberts, and Maryan Platz did not follow the bylaws of the Winchester Police Association in electing new officers and in changing the authorized names on the associations bank account and hereby requires the following corrective actions be taken…..”

They didn’t follow the law when they changed the authorized names on the associations bank account?

That means they broke the law. Pure and simple. You can’t present a bank with false, fake and fraudulent documents just because you want someone’s name off a bank account. It’s illegal and against the law.

There are legal mechanisms in place for changing and removing authorized signers on bank accounts and Phillips again, chose to bypass the law in favor of breaking it.

Guilty. The Chief of Police and his Second in command found guilty. Found Guilty of Breaking the Law, Guilty when they gave TD Banknorth fraudulent paperwork for the purpose of causing the change of authorized names on a bank account, not belonging to them, by using an unauthorized means.

Since this investigation was ongoing at the same time the AG’s criminal Investigator Dick Tracy was also conducting his investigation and was made aware of this “other” investigation, one wonders why he didn’t elaborate or include the findings in his report?

He quietly alludes to it, alludes to knowing criminal activity has been alleged, even gets an email from the Charitable Trust Unit. But he ignores it. Wonder why?

These pesty, pesty cover-ups aren’t so covered up anymore. And they speak volumes in a very unkindly way about those that we entrusted to protect us from the scum of the earth and the bad guys. We find out it’s them that we really have to watch out for.

3.) Lastly we’ll use the Phillips got caught lying about the criminal investigation he asked the Cheshire County Sheriff’s office to conduct, as a way to get back at Reppucci as the final example of Phillips perpetual lies. Reported to the Sheriff’s Dept, someone had broken into Phillips office and stolen some documents off his desk. And then made copies. And then returned them secretly with no one knowing. All this in the Sheriff's report.

Caught lying in testimony, we hear him as he testifies under oath, in his own words a big fat lie.

We hear as Phillips lies and it reinforces the idea that perhaps he had an ulterior motive to frame Reppucci as a way to get rid of him.

After all, investigating a break-in and a theft from the police station. A break in at the police department that doesn’t make the newspapers? A crime reported by the Chief of Police, occurring in his own police dept office and the newspapers don’t pick up on that?

Phillips testimony:

And what did you do with that concern?

“With that concern it was a a, kinda a tough situation because it’s somethin’, there would, there would, I couldn’t really investigate it thoroughly because they would cry bias, no matter what I did, investigate it somewhat within, ah you would routinely, what they call farming out or you would ask another agency to investigate a case for you when it’s a member of your own organization, ah that’s committed an offense and then I think it was July 9th , ummm, Dectective Macie came to the police department to interview Sgt. Reppucci to find out, ya know, what he knew about this document and then the first time I told him he needs to answer the questions posed to him by Detective, umm, by Deputy Macie and he told me that he’d answer the questions but only after he had a chance to talk with his attorney and that’s when I told him that it’s not a criminal investigation, it’s an internal investigation, involving an administrative charge”

Really Phillips?

How come the letter Sheriff Foote wrote to Reppucci, states it was a criminal investigation Deputy Macie was there to conduct? In fact, the letter says the Sheriff’s Dept hadn’t conducted any internal investigations at Winchester.

“I am in receipt of your request for documents related to investigation report #09-63-OF. The investigation in question is a criminal investigation. It is not an internal investigation. In 2009 the Cheshire County Sheriff’s Office was not requested to nor did it conduct any internal investigations on you or any other member of the Winchester Police Department."

And how come the Deputy’s criminal investigation shows it was a Misdemeanor crime that was being investigating and not that of an administrative violation as he testified to?

Right under the Confidential Marking, you can see plain as day they were investigating a crime, a Misdemeanor to be exact. It certainly and clearly does not say they were investigating an administrative charge as Phillips testifies to when giving his false and fraudulent testimony under oath.

And why is there an investigation conducted by Phillips, that’s called an internal investigation being conducted by Phillips? Where in it, he refers to the criminal investigation the Sheriff’s dept is conducting. A criminal investigation into the chain of custody of the document he alleges was stolen from office and that he reported as stolen to the Sheriff’s Dept.

Hmmm. Is it possible yet another lie has been uncovered?

Is Phillips trying to combine two separate and distinctly different investigations into one so he can cover his lies to unsuspecting listeners, while he was attempting to stack the deck against one of his employees, after that employee had recently learned of criminal activity Phillips was both involved in and had covered up? Criminal activity he had reported.

Fact: Phillips testified he told Reppucci he had to cooperate in the Sheriff’s investigation or he would suspend him, telling Reppucci he had to cooperate in a criminal investigation, ordering him to answer questions of a criminal investigator, conducting an investigation into a crime, thus illegally ordering Reppucci to violate his Constitutional Rights – Miranda.

Fact: As we heard in the testimony of Phillips, his testimony is clear, Phillips testified he told Reppucci the investigation of the Sheriff’s was an internal investigation and not a criminal investigation.

Why?

Phillips has changed his story and testimony so many times it’s likely he doesn’t even know the truth. Every time he’s confronted with a fact that doesn’t fit into the story he has told he changes the story to fit the fact.

And this guy is an authority figure with powers over us? Scary stuff.

Was Phillips looking for a lynching or to get to the truth?

Fact: Phillips has a pattern of lying and he doesn’t care to whom.

Phillips can't hide behind - it's just a couple of disgruntled ex employees anymore. There's too much information, too much proof and too many credible documents that aren't in his favor.

The questions become;  

Is Phillips a complete  moron who doesn’t know the law or a complete moron who knows it but doesn’t give a damn if he doesn’t abide by it?

Maybe he’s both.

Either way there is no room in law enforcement for people like this and exposing them is the best way and the quickest way to getting rid of them. The sooner we get them off the streets the better off we’ll all be.

No Stone Will Be Left Unturned to get to the Truth and to Make Public the Truth

 For the record, we want to make sure people reading this blog understand that we support Dan Reppucci in his endeavor to clear his name of any of the wrongdoing he has been accused of, by the Winchester Police Chief, Gary Phillips, his Lieutenant, Christopher Roberts with the help of Cheshire County Deputy Sheriff Kelvin Macie.

We do believe that Phillips was trying to set Dan Reppucci up and that he had an ulterior motive for wanting to effectively silence him by way of discrediting him and his actions.

We do believe that Phillips was going after Reppucci.

We do believe that Reppucci did have information about wrongdoing going on in the Winchester Police Department and that Reppucci was making complaints about those officers involved – Christopher Roberts and Nate Jette, in writing and to the Chief.

We do believe that Phillips refused to answer those allegations in a meaningful manner and instead made excuses time and again and over and over for those officers and then covered up their misdeeds.

The evidence is there to support that Dan Reppucci being questioned in a criminal investigation and not an internal investigation.

Sheriff Foote is very clear. Any internal investigation being conducted by his department or any member of his department was a figment of Phillips over active imagination and desire to thwart the truth.

The evidence is not there to support believing Phillips, Roberts and Jette.

Cops lie; they are an example of that.

We do plan on helping Dan Reppucci or anyone else who has a story to tell, get their story out.

No other explanation is needed, other than to say helping someone right a wrong, right an injustice, is the right thing to do.

Phillips has blatantly lied and contorted the truth and the circumstances surrounding the administrative suspension of Dan Reppucci and ultimately his termination from the Town of Winchester.

He did not have him terminated for no REAL or legitimate cause and was able to do so only by using his badge and position to fool those making decisions by taking advantage of their of understanding of the laws and how police investigations are conducted.

We wonder why Phillips never acted on the reports made to him by Reppucci.

We wonder why Deputy Sheriff Kelvin Macie, who was conducting a criminal investigation, didn’t stop his interview and interrogation of Reppucci, when at that exact time, Reppucci told him he was being targeted and wanted to speak with an attorney first.

We wonder why Macie thought it was OK to violate the Constitutional Rights of a Citizen when that citizen asked to speak with counsel prior to answering questions he was asking, as any citizen would have had the right to do.

This was a criminal investigation, for that purpose and that purpose alone, Reppucci was just an ordinary citizen, not a police officer, not an employee of the Town of Winchester, he was just a plain old citizen being questioned by a criminal investigator who was conducting a criminal investigation after a crime that Phillips reported that happened to have occurred where he worked.

We wonder why Macie thought he was so above the law, that he thought he could manipulate the facts and change circumstances, without any authority and without fear of getting caught.

We wonder why Macie didn’t just halt the questioning, stop the questions, postpone the interview then and there. As all police officers would have to do whenever a person they are questioning states they no longer wish to speak to them without first getting advice of counsel.

We wonder why instead, Macie threatened to get Phillips, Reppucci’s boss and then ultimately did. Since when does one’s employer get involved in outside police criminal investigations being conducted on one of it’s employees? Ever.

We wonder why Phillips then interjected himself into and got involved with a criminal investigation and then tried to manipulate an outcome by giving an order to cooperate, as if he had authority to do so.

Acriminal investigation being conducted at his request, after he reported a break in and theft at his office, in which Reppucci was now being questioned about, not by Phillips, but by an outside criminal investigator.

Citizens can’t be ordered to cooperate in crimainal investigations ever or by anyone.

If the police could order any of us at any time to cooperate and answer their questions, without regard to constitutional rights we would always be at that their mercy.

That’s why we looked upon as a civilized country with rules and laws.

One reason for so much case law in this country is because abuse of power (ie. Miranda v Arizona).

Didn’t Phillips say the purpose of calling in another agency was so that there would be no bias?

We then we wonder why Phillips didn’t allow Reppucci time to talk to an attorney.

We wonder why Phillips was so quick to suspend Reppucci, immediately and deny him what his very employment policy allowed for. Consultation with an attorney whenever there was a dispute involving an employee and charges levied against them by the department allowed for that opportunity even during internal investigations.

So no matter what kind of an investigation is going on an employee has rights, except if Phillips is calling the shots.

After all, according to Phillips and in his own words he immediately suspended Reppucci because he refused to obey a lawful order issued by a superior officer, (himself) and to immediately answer questions during an internal affairs inestigations after being given an Administrative Warning.

We wonder why Phillips lied about the fact that it was a criminal investigation and instead calls Macie’s criminal investigation an internal investigation.

The only logical purpose for that would be for being deceitful and for deceiving all involved, including the public.

Even the Winchester policy states that the only time or reason why an outside agency is called in is for criminal investigations.

So Phillips contradicts his own policies.

That was a complaint previously made by Reppucci about Phillips, that he was selective in his use and enforcement of Winchester Police Department Policy’s.

What harm to Phillips if he were being truthful and honest, to give Reppucci lets say a day, a week, a month whatever it took to go get advice from counsel when you were accusing him of doing something illegal and told him what the charges were?

Quite frankly it makes no sense.

We do believe the reason is because a lawyer would have pointed out that it wasn’t a lawful order, it wasn’t an internal investigation and requiring an employee to cooperate with criminal investigators investigation or lose their jobs is unlawful.

The reason for Phillips extreme behavior seems very simple, any attorney would have picked apart both Macie’s and Phillips actions and shenanigans and told them both, as well as their employers, in no uncertain terms they were violating the law and the constitutional rights of a citizen, among other things.

Starting with the bogus Administrative Warning document, on Sheriff’s Department Lettherhead, that a criminal investigator tried to use to get Reppucci to talk, even when he said he would but, not until he got advice from counsel.

An approved Sheriff’s Office Administrative Warning no less.

Is the Sheriff’s Office now in the habit of a approving and creating Administrative Warnings for people who they are conducting criminal interrogations on?

What would be the purpose or point? The Sheriff’s Department has no control over an employer or an employee for that matter.

We don’t have to wonder why Phillips couldn’t follow the law or his policies or the town’s policies.

We don’t have to wonder why Phillips couldn’t tell the truth.

The truth would have hurt Phillips, that’s why Phillips couldn’t tell the truth.

Phillips would have had to explain why he let Roberts and Jette do as they pleased as they went about the business of not following policies, co-horting and plotting together to target other officers and then ultimately to cover up crimes for each other.

Now that the truth is coming out, Phillips will have to live with the consequences of the public knowing that he has lied, manipulated and cheated for the purpose of saving his own hide and the hide of his co-conspirators.

Phillips hasn’t given one shred of evidence to support that what he did was on the up and up and truthful and honest.

The evidence would support that he was on the up and up and there is absolutely no record or shred of evidence anywhere in support of him.

He entire story, presented at a termination hearing, Superior Court and Unemployment Hearing was all based on untruths, false accusations, mistruths, fabrications and manipulation of facts.

The evidence supports a Chief out of control, a Chief that is manipulative and more important, a Chief that feels entitlement and truly believes he is above the law.

Roberts and Jette are of the same caliber.

We do wonder why the selectmen after being approached and informed about the problems going in the police department did absolutely nothing to look into the matter or speak to the allegations that were being made.

But the absolute biggest question we have is, Why didn’t either Macie or Phillips record the entire interview and interrogation of Reppucci and the other Town employee,former Town Administrator Bob Gray to beign with?

Especially since Phillips has tried to portray that the recording procedure was common practice.

That really makes us question Phillips motives. Especially since Bob Gray’s testimony and Phillips testimony is contradictory to each other.

Why then for an investigation so important, in Phillips own words, he needed help in investigating it and sought assistance from the Cheshire County Sheriff’s Office, didn’t he ensure that there would be proof beyond doubt that he was protecting the rights of an employee and that he was committed to a truthful and transparent outcome in that investigation?

Coincidence or by Design?

This letter is dated June 25, 2009.
 
Written to Chief Gary Phillips, it appears to be informing him and documenting in writing the possibility Nate Jette falsified and improperly handled evidence and then covered up that fact up.
 
On June 25, 2009, the very same day Phillips gets this letter, Phillips contacted and spoke with Captain Trevor Croteau of the Cheshire County Sheriff’s Office. Phillips reported to him and the Sheriff's Office that a couple of crimes were committed at the Town of Winchester Police Department.
 
The crimes according to Phillips: based on what he presented to the Sheriff’s Department. He was concerned about a possible unauthorized entry and the removal of a document from his office. That document then being duplicated and dispersed to the public. So Phillips was accusing someone or someone’s of breaking into his office and stealing a letter, making copies and then putting it back thus the description of Misdemeanor, page 1, under type of investigation.
 
 
No bias there. No mistake either about what kind of investigation was taking place. A criminal investigation. Not an Internal Investigation.
 
Interestingly, this letter is contained as an attachment in one of the emails Reppucci has been accused of stealing. Equally interesting is that Phillips assigned Chris Roberts to investigate these allegations or potential criminal activity by ordering him to conduct an internal investigation into the matter.
 
No bias there.
 
Why Phillips, didn’t feel it was a matter of great enough importance to have the Sheriff’s Office investigate is a big question mark?
 
No bias there.
 
After all, how much more convenient could it have been, since he was already on the phone, the very same day, reporting a crime and asking them to investigate a break in and theft that happened in his office.

I mean really, how hard can it be to add a couple more allegations of wrongdoing going on in your police department? I'm sure the Sheriff's Department wouldn't have been too bothered by the request. After all they were quite accommodating when he reported your office was broken into.  

We don't have the answeres but we can speculate.
 
Oh, and based on the investigation done by Roberts – he didn’t find any wrongdoing by Jette and in fact he reported that to the AG’s office.
 
No bias there.
 
But then again did he present the AG's office with the facts or a story he made up? 
 
Phillips is it really a coincidence you called the Sheriff’s Office on June 25, 2009 to report a real crime involving Reppucci or was it by design?

The Winchester Police Department Lieutenant makes a formal complaint against himself and asks that he be investigated and the Chief honors the request and agrees to an investigation..............

Chris Roberts makes a complaint against himself and Chief Phillips orders an investigation into his (Roberts) allegations against himself.

Bizarre?

Here's the facts and documents to prove it:

The Lieutenant of the Winchester Police Department made a formal written complaint against himself and requested that he be investigated for being in a "pissy mood" in front of a group of US Marshall's.

The results of that investigation determined that he was in a "pissy mood".

Why you ask, would Roberts make a complaint about himself?

What could the Reason be?

To target another police officer he didn't like and to try to get that officer in trouble, that's the real reason.

Another concocted story by Phillips and Roberts to target an employee.

Another example of a corrupt Winchester police department and that corruption being covered up by those who abuse their power.

Double Standard? Abuse of Power? Phillips Releases Internal Investigation - Says it was a Frivolous Complaint, Tells AG's He wanted to set Example to Those That Make Frivolous Complaints By Releasing the Internal Investigation to the Public To Show How Stupid They Are

Phillips reports a theft of a document from his office to the Sheriff's Dept.

Says he is afraid confidential information, confidential police business and the release of an officers internal investigation (Roberts) is floating around town.
3 months earleir, Phillips releases a Confidential Internal Ivestigation to the Public.

Most absurd thing of all.

Phillips gets interviewed by Inspector Tracy of the AG’s office, right around the time Reppucci gets fired and he tells him he released an internal investigation to Brian Jordan but that he normally doesn’t do that, but this complaint was frivolous and besides Phillips thinks the officers new about it.

What kind of Hostile Work Environment Did Phillips create for his officers?  

First, who is the Chief to decide to make a pubic comment about whether a citizens complaint is frivolous or not?

Maybe it is a frivolous complaint but do you, as Chief of Police, publically call a complaint from a citizen you think is unimportant, frivolous? Maybe to the person making it, it’s not.

Did that not occur to him?

Is that why complaints are never answered by this Chief? Does he believe that everyone’s complaints are frivolous because he doesn’t share the same opinion?

Second, what police officer would allow their Chief to use them for the purpose of making an example of what is or isn’t a frivolous complaint? What police officer or any employee anywhere would be OK with the following document being released by their boss for any purpose?

It’s a confidential document. It’s an internal investigation. It’s got questions and answers in it.

This guy is not Chief Material by any stretch. Any Chief who would try to use their employee by publically releasing an internal investigation instead of dealing with the person making the complaint in a proper and civilized manner deserves what he gets.

Reppucci got fired because of testimony of people who have proved themselves to be unethical and have been shown to have lied and it was on their word and not evidence that he was terminated.

And for of all things - releasing a confidential document - yet Phillips apparently used his employees to make an example of what he believed a frivolous complaint by a member of the public and that is not how a Supervisor should treat their Subordinate Officers.

Set Up? Did Phillips SET Reppucci Up? It's the only thing that makes sense.

It all started when the Chief got in touch with the Sheriff’s Department to report a crime he alleged took place at the Winchester Police Department. The crime he reported was:

THERE MAY HAVE BEEN AN UNAUTHORIZED ENTRY INTO THE CHIEF’S OFFICE AND THE REMOVAL OF A PERSONNEL RELATED DOCUMENT FROM HIS DESK.

That translates into a break-in and a theft.

According to what Phillips makes for a statement, he left Reppucci’s letter in his locked office, once inside, someone found the grievance letter Reppucci wrote and had given to Phillips. Phillips statement goes on to say the letter was still in a sealed envelope and that he left it on his desk because Reppucci gave it to him at the end of the day and he didn’t get a chance to read it before he left for the day.

According to his statement, the next day the Chief was at some meeting in Manchester for the day.

The afternoon of the day he was in Manchester, Butch Plifka went to see Bob Gray at the Town Hall. He went there on his own behalf, for his own reasons, whatever they were and while there made a few comments to Mr. Gray about the police department and that he knew Reppucci was going to be filing a grievance.

Things happened quickly after that because once Phillips heard this, he immediately got concerned that his office was broken into, that someone made a copy of a confidential document that was in a sealed envelope and then put the original it back in the envelope or another envelope and returned it back to his office.

According to Phillips, a copy was made and this deviant or these deviants dispersed this confidential document, to at least one member of the public and according to Phillips, who knows who else. Phillips statement also says, the letter contained discipline records of officers and confidential information.

Reppucci has said that is not true and that the letter didn’t even have any current police department members names even it. Reppucci said the only thing mentioned was that the other person who was promoted for the Lieutenants position was under an internal investigation. And that is a fact He was.

1. Phillips acknowledges in his response letter and in other documents that was true and even comments that Reppucci wasn’t specific in his grievance and that the person who was under investigation was the one who requested the investigation in the first place.

2. According to Reppucci that is true but, Phillips forgot to mention that the other person in question made the complaint about himself so another officer, who he was targeting, would get questioned and then hopefully terminated for spreading rumors about him.

3. Phillips also didn’t mention that when this other person made the complaint about himself, it was so that he get investigated for misconduct and that he was the focus of the investigation. That means, if he were found guilty he would have been disciplined under the town and department policies he accused himself of violating.

4. Phillips also forgot to mention that he assigned Reppucci to do the investigation and that’s why he knows about it.

5. A little sneaky and underhanded? You bet it is and Unethical too!

6. The fact is, when a police officer is under an internal investigation it’s not confidential information and shouldn’t be.

7. Members of the public were involved in this investigation and the public has a right to know when Officer’s are under an internal investigation.

8. The public should know whether the police officer’s on the street, conducting investigations, handling cases and most importantly who’s salaries are being paid by them are competent to do the job.

9. One form of transparency to the public is letting them know whether or not an Officer is the focus of repeated internal investigations.

10. In Winchester these things are covered up because that is what Phillips wants. He wants people to believe he runs a tip top police department and that he’s competent and the other members are competent.

11. It usually indicates a problem when a Chief doesn’t want people to know what his department and people are doing. You know there are problems and it’s not well run when there is a lot of turn over and a department that is always having to defend itself because of complaints made.

12. Somewhere along the line this Chief decided the public has no right to know what he does or why.

13. For instance Nate Jette was the focus of numerous internal investigations.

14. Maybe instead of allowing him to continue unchecked, a member of the Town wouldn’t have been injured by him and because of him.

15. It was Jette that mishandled his taser and tased him in the chest. After doing that, he never checked his body for any potential physical harm, again violating the policies and by doing so and by not following the policies, he left the taser probe in the chest of the person.

16. That taser probe was surgically removed 2 months later.

17. Is that fair to this person? Is that fair to the public?

18. Then at a public Selectmen’s meeting they refused to accept the complaint and a video because it wasn’t presented by the person himself but by someone this person authorized to act for him! How arrogant, disrespectful and uncaring a BOS we have.

19. I’ll bet his family was Thankful this past Thanksgiving that he didn’t suffer any worse than he did. It could have been a lot worse if it were a gun.

In the end, instead of addressing the real problems, the Chief would rather have investigations, by the Sheriff’s Department, about crimes that never happened, that are used to discredit people when they have legitimate, accurate and documentable concerns and have brought that information to the Chief.

In the end, there is no evidence that anyone broke into his office.

In the end, the legitimate concerns about how the police department was being run turned out to be pretty accurate.

In the end, it seems, Phillips was more concerned with destroying the credibility of a few people, so he could try to save his own ego instead of dealing with the real problems he had and didn’t know how to fix.

He had to save face and chose to break the law, rather than admit to his problems.

How arrogant and pompous is that?

And it looks like the deck is stacked against the Chief.

It appears that He and the Lieutenant Christopher Roberts might not have that much needed quality we expect in our police officers. INTEGRITY.
